ELIZABETH BERRY
Chief Public Defender
Elizabeth serves as First Assistant Public Defender in the Abilene office of CVPDO.
Elizabeth’s thirty-plus-year legal career has focused on helping people. She has worked to fulfill that mission in her work as a public defender, private criminal defense practitioner, district judge, visiting judge, and prosecutor.
Elizabeth is a graduate of the University of Texas and the University of Houston Law School. She has taught courses at the undergraduate, graduate, and law school levels, and coached law school mock trial teams. Her passion for teaching has fueled her to train lawyers, students, and judges throughout her career.
She has been Board Certified in Criminal Law since 1999 and co-authored Texas Criminal Jury Charges with Judge George Gallagher since 2005. Although she tried many interesting jury trials, her favorite part of being a lawyer is the personal connection she made with co-workers, fellow attorneys, clients, and their families.
Brent Ratekin
First Assistant Public Defender
Brent is a graduate of Sam Houston State University where he earned his BS in Criminal Justice, graduating Summa Cum Laude. He then graduated from Texas Tech School of Law where he earned early admission onto the Board of Barristers and was Managing Editor of the Texas Bank Lawyer.
Brent is a veteran of the United States Air Force where he was trained as an aircraft mechanic. After leaving the service, Brent was a police officer for almost ten years before going back to school full time. Brent brings a very broad range of experience with him to the office as he has been involved in the justice system as an attorney for almost twenty years. He has prosecuted crimes from traffic tickets up to murder charges and, as a defense attorney, Brent has defended individuals charged with crimes ranging from traffic tickets up to and including capital murder.
CHASTITY GAUWAIN
Office Manager
Chastity Gauwain was born and raised in San Angelo. She has over sixteen years’ experience in the corporate world as a security legal compliance analyst. Soon after earning her Bachelor of Arts in Criminal Justice, she began working for Tom Green County managing the District Attorney’s Office. During that time, she successfully wrote grants to add much needed positions to the office, which led her to a promotion as the Grant Administrator for Tom Green County and while in this position, she wrote and managed many grants that created funding for positions with the County, as well as served as Construction Project Manager for multi-million dollar grant funded construction projects for Goodfellow Air Force Base, she successfully co-authored the grant that would soon establish the Concho Valley Public Defender’s Office. Chastity became the manger for the CVPDO and helped build the San Angelo and Abilene office from the ground up and successfully obtained her MBA from Angelo State University during this time. Chastity has three children and one grandchild and loves spending any free time she has just hanging out with all of them.
JOE STEPHENS
Founding Chief Public Defender
Joe was born in Australia and grew up in the Washington, D.C. area. He was an Ingram Scholar at Vanderbilt University where he was President of the Vanderbilt Prison Project. In 2010, he graduated from the University of Texas School of Law with honors. After law school, Joe worked for two chairmen across three legislative sessions in Austin, and spent time in private practice in Baltimore, where he worked on appellate and post-conviction matters. Joe serves on the Board of Directors of the Texas Criminal Defense Lawyers’ Association and sits on the Public Defender and Rural Practice committees. He was also appointed to serve as a Member of the State Bar of Texas Legal Services to the Poor in Criminal Matters Committee, is a mentor in the Future Indigent Defense Leaders of Texas program, and sits on the Oversight Board for a new multi-county public defender office in Victoria, Texas. He is a frequent speaker around Texas on an array of criminal defense matters.
Outside the office, Joe is an amateur potter, a recent recipient of his Master Gardener certification, and an eleven-time Ironman triathlete.

Justice Ross Barkman
Assistant Public Defender
Justice was raised in Cleburne, Texas, but has spent most of his adult life in West Texas. He graduated from Angelo State University with a degree in History in 2014 and Texas Tech University School of Law with his J.D. in 2023, where he served on the boards of both the Criminal Law Association and Tech NLG as well as in the Criminal Defense Clinic.
Raised by an attorney with a sense of humor, Justice spent most of his life wanting to be a criminal defense attorney and is both happy and fortunate to love every day of his work fighting to protect the rights of those accused of crimes in rural Texas.
Outside of the law, Justice has served in the Texas Army National Guard since 2015 and enjoys hoarding more books than he can possibly read and being a fountain of truly useless information. Justice’s pronouns are he/him/his.
Maxine Breedlove
Assistant Public Defender
Maxine Breedlove hails from Friona, Texas. Raised in San Angelo, she had the distinct pleasure of being a Reagan Rocket and a Santa Rita Falcon before attending Edison Jr. High and graduating from Central High School.
While raising two sons and working as a legal assistant, Maxine picked up lunch-hour classes at Angelo State University and earned a degree in English. During that time, she also volunteered at the Ron Jackson Juvenile Correctional Complex in Brownwood, Texas through Ministry of the Third Cross. While mentoring juvenile felons, she learned about the legal frustrations of this vulnerable population where, many times, those who were turning eighteen faced hearings that would determine whether they would be released home or transferred to adult prison. However, as a volunteer and legal assistant, she was not qualified to advocate in a meaningful way.
Soon after, the William Mitchell and Hamline University law schools merged and began offering a modern, hybrid approach to earning a law degree. During her time at Mitchell Hamline, Maxine traveled back and forth between San Angelo and St. Paul, Minnesota each semester. She participated in the law school’s immigration clinic under the direction of RAICES of San Antonio and traveled to the Karnes County Immigration Processing Center to interview detainees who were seeking asylum. After returning home, she continued representing clients telephonically as needed.
Maxine has experience representing many beloved clients in family law matters. She has also assisted in catastrophic personal injury claims against global companies and government entities and in civil rights and excessive force claims. Her current position as a public defender is a natural place on her life’s path.
Anna Bulkowski
Assistant Public Defender
Anna Bulkowski grew up in Western Michigan and attended Michigan State University. There she got dual degrees in Spanish Language & Literature and Social Work with a minor in Human Behavior & Social Services. After graduating summa cum laude from MSU, she attended The Ohio State University’s Moritz College of Law and graduated with her J.D. and a certificate in Children Studies and several other accolades. Anna has always wanted to serve underrepresented communities and was initially inspired at a young age by her brother, Jack, who was born with a genetic disability impacting his cognitive development. In her free time, Anna loves to read and hike with her two golden retrievers.
LADONNA BURTON
Legal Assistant
LaDonna was born and raised in Arkansas but made Texas her home as soon as the chance arose. Before realizing her passion for the law, LaDonna built a twenty-year successful career in the medical field as a medical financial analyst. She brings five years’ experience as a criminal law legal assistant working in the private sector and for the Tom Green County District Attorney’s Office. In addition to the law, LaDonna’s passion is spending time with her family and friends but especially her four grandchildren.
Jessica Canter
Assistant Public Defender
Jessica grew up in Austin, TX and attended the University of Texas at San Antonio where she received her BA in political science in 2011. She then attended the University of New Hampshire School of Law where her love and passion for indigent defense sprouted – a passion that grows with every year of practice.
In 2015, Jessica began her career as a public defender with the Bee County Regional Public Defender’s Office, a division of Texas RioGrande Legal Aid. In 2018, she established the Lavaca County PDO’s office and led a small team of four. Jessica and her team practiced client-centered representation and instituted the holistic defense model to assist clients in matters outside of their criminal case. In February 2022, she became the Director of Professional Development and Holistic Defense for the Bexar County Managed Assigned Counsel office in San Antonio, TX. After a year of wonderful work with the Bexar County MAC, Jessica realized she missed working with clients and joined the CVPDO team.
Jessica has been a board member of the Texas Criminal Defense Lawyers Association (TCDLA) since 2018 She speaks for TCDLA at CLEs on storytelling, openings and closings, and voir dire, and has been the course director for several TCDLA sponsored CLEs, is the chair of the Public Defender Committee, and serves on the board for the Criminal Defense Lawyers Project (CDLP). She has also served as chair of the State Bar Legal Services to the Poor in Criminal Matters Committee.
Although she has no human children, Jessica is a proud pet-parent to Lilith, a Cane Corse pup. In her spare time, she enjoys baking and working on puzzles, and when she has the time to travel, she loves to disappear on hiking and camping trips in Arizona, Colorado, and New Mexico.
Cat Clopton
Assistant Public Defender
Cat was born and raised in Lubbock, Texas. They went to the University of North Texas where they graduated summa cum laude from the Honors College with a BA in Political Science and a BS in Sociology. After that, Cat returned to West Texas and attended Texas Tech University School of Law where they obtained their degree, cum laude, with a concentration in Criminal Law and Innocence. At Tech Law, Cat was a student attorney with the Criminal Defense Clinic, and they were on the boards for the Criminal Law Association and National Lawyers Guild. Because of these experiences, Cat realized their desire to represent people underserved by the criminal justice system. In their free time, Cat likes playing card and board games as well as spending time cuddling with their three cats: Spinach, Blueberry, and Nutmeg.
Pamela Gandy
Assistant Public Defender
Pamela grew up in Laramie, Wyoming. After high school, she made her way to Lubbock, TX where she earned her Bachelor’s degree and then her law degree from Texas Tech University. During her time in law school, she worked as a student-attorney in the Criminal Defense Clinic where she represented indigent clients charged with misdemeanor and felony offenses. For her work in the Criminal Defense Clinic, she received the Lubbock Criminal Defense Lawyers Association Clifford Brown Award for “excellence in the art and science of criminal defense advocacy.” Outside of work, Pamela enjoys reading, cooking, and spending time with family and friends.
Anna Graves
Assistant Public Defender
Anna was born and raised in Fort Worth, TX. After graduating from Stephen F. Austin State University, she returned home to attend law school at Texas A&M School of Law, graduating in May 2023 with a concentration in criminal law and policy.
Anna’s interest in criminal law began while interning in the Texas Senate. She followed legislation passing through the Senate Criminal Justice Commitee, advised the Senator on policy matters, and ultimately assisted the Senator in passing two pieces of legislation into law.
While Anna’s time in the legislature opened her eyes to a career in criminal law, it is her family’s experience is the “why” behind her work as a public defender. Having an uncle who has been incarcerated for the better part of his teenage and adult life, watching her family navigate the system from the outside made the toll of incarceration on a family deeply personal.
While in law school Anna spent the bulk of her time in the Tarrant County Criminal Courts, interning for the Office of Staff Counsel and Post-Conviction writs, and two of the best criminal defense attorneys in the area. She is beyond grateful from the opportunity to learn from two brilliant minds, that pride themselves on client centered practices.
After work Anna looks forward to going home to her three rescue dogs: Peanut, Waldo, and Hank! In her free time Anna enjoys exploring all that the Big Country has to offer, planning road trips to national parks, and hiking.
Madison Hagopian
Assistant Public Defender
Madison comes to the office after representing clients in private practice and the government. Her career has also included appellate work, and most recently she has defended indigent clients in rural counties. Enjoying appellate work and discovering a passion for indigent defense, Madison joins the office to handle appeals.
Madison is a member of the Texas Criminal Defense Lawyers Association, and is also a board member of the Coastal Bend Women Lawyer’s Association. Madison earned her B.A. in Government from the University of Texas at Austin, and her J.D. from Florida Coastal School of Law. In her free time, Madison enjoys spending time with her family, and reading when she can.
Harper Haught
Assistant Public Defender
Harper Haught grew up in Abilene, Texas. She earned her B.S. from Abilene Christian University in 2020 and her J.D. from Charleston School of Law in 2023. She has always known she wanted to be a public defender and is excited about the opportunity to serve her hometown. In her spare time she enjoys painting, gardening, and spending time with her dog, Astro, and cat, Peaches.
Jenna Martin
Assistant Public Defender
Jenna was born and raised in Abilene. She is a graduate of Abilene Christian University and Texas A&M University School of Law, formerly Texas Wesleyan School of Law. Jenna began practicing law in 2010. She is passionate about advocating for the rights and needs of her adult and juvenile clients. In 2023, she joined the Concho Valley Public Defender’s office because she desired to work with a group of talented individuals who shared her passion. Outside of work, Jenna loves to travel, play with her dog, spend time with her wonderful family, and be a mother to her precious son, Clark.
LAUREN MCCOLLUM
Assistant Public Defender
Lauren was born and raised in San Angelo where she attended Central High School. Lauren graduated from Angelo State University with her BA in History and earned her law degree from St. Mary’s University. During her time at St. Mary’s, she was involved in the Criminal Defense Clinic as a student-attorney where she received the Francisco Leo’s Award for Excellence in Clinical Studies. In her third year of law school, Lauren wrote a Petition for Discretionary Review that the Texas Court of Criminal Appeals granted with oral argument. In addition, she served as President of the Women Lawyers Association. Lauren is currently a member of the Future Indigent Defense Leaders project and Gideon’s Promise Core 101. Outside of work, Lauren enjoys community theatre, reading, traveling, and hanging out with her family and friends.
Cecilia Morin
Assistant Public Defender
Cecelia is a native Texan, born in San Antonio, and spent most of her life that she remembers in Nacogdoches in East Texas. She graduated as valedictorian of the NHS Class of 2013. She attended Fordham University in New York City and was at their Rose Hill Campus in the Bronx. She earned a BA in History with a minor in Psychology, graduating magna cum laude in 2017. After college, she knew she wanted to return to Texas, so she decided to attend Texas A&M University School of Law in Fort Worth after comparing scholarships and distance from her family for all the schools to which she was accepted. In law school, she focused on criminal law classes as well as participating in the Immigrant Right’s Clinic where she worked on asylum cases. She graduated as a part of the Covid Class of 2020 and as such did not have a graduation ceremony.
Throughout law school, Cecelia thought she would be a prosecutor and all of her internship experience was in prosecuting offices. However, after graduating in the midst of a pandemic, not many offices were hiring. So, she started doing court appointed work and fell in love with criminal defense. She now cannot imagine herself as a prosecutor. She enjoys representing her clients and helping them navigate the criminal justice system. She has a particular interest in Crimmigration, the intersection of immigration law and criminal law.
Cecelia is married to her high school sweetheart, Javier, and they have been together since 2013. They have no children, but do have three cats: Persephone, Nefertari, and Torbjorn. She enjoys reading, singing, yoga, and spending time with her husband.
Shayna Oaks
Assistant Public Defender
Shayna was born in Bryan, Texas, but had been raised in San Angelo practically her whole life. After graduating from Texas Leadership Charter Academy, she attended Angelo State University as a first-generation student where she graduated magna cum laude with a BA in History. Shayna then earned her law degree from Texas Tech University School of Law in 2023 where she was also a competitor on the National Moot Court Team. Her passion for criminal defense grew out of her passion for human rights, particularly for those who are all too often disregarded and underrepresented.
Outside of work, Shayna prefers to spend time with her husband, family, and friends – which is mostly spent playing video games or watching TV shows.
Don Payne
Assistant Public Defender
Don was raised in an Air Force family often stationed abroad, eventually settling in San Angelo, where he graduated from Central High School and Angelo State University with a BA in Government. After a twenty-three-year career as a sales executive and independent businessman, Don attended and received his JD from Texas Wesleyan University School of Law and practiced for fifteen years in San Angelo as a private attorney and a Regional Attorney at the Texas Department of Family and Protective Services. He has represented clients in civil, probate and family law cases, child protection cases, and criminal cases. Don has also represented clients on appeal of child protection and family law judgments and in post-conviction matters and appeals of criminal judgments.
Don is a member of the Texas Criminal Defense Lawyer’s Association and the College of the State Bar of Texas. He has been a member of the Concho Valley Criminal Defense Lawyer’s Association, a Director of the Tom Green County Bar Association, and was a member and president of the Board of Directors of the Concho Valley Home for Girls. Before becoming an attorney, Don was involved in many pursuits for business and fun. He most enjoyed his time in music retail, performance, and promotion, and helped develop a vibrant local live music scene in San Angelo.
EVAN PIERCE-JONES
Assistant Public Defender
Evan has been a lawyer for over 40 years and has been board certified in criminal law by the Texas Board of Legal Specialization since 1998. He began practicing criminal law in Austin, Texas, in 1986, and tried his first jury trial there in 1987. In 1994, Evan accepted a job with the 51st and 119th District Attorney’s Office in San Angelo. He left the district attorneys’ office in 1999 and returned to private practice, serving San Angelo and the surrounding area, where for over 20 years, he represented people from almost every walk of life on charges ranging from misdemeanors to serious felonies, including sexual assault, drug distribution, and capital murder. He is a founding director and charter member of the Concho Valley Criminal Defense Lawyers Association, a former board member of MHMR Services for the Concho Valley, and a past director, vice-president, and president of the Tom Green County Bar Association. In 2022, Evan closed his private practice to bring his many years of experience to our team of defense attorneys.
Rocky Ramirez
Assistant Public Defender
Rocky grew up in Grapevine, TX and was a member of the Grapevine Debate Team and Mock Trial Team. Rocky did his undergrad at Texas Tech University majoring in Philosophy and minoring in Political Science. During this time he was the Music Director and then Station Manager at 88.1 KTXT-FM the college radio station.
He attended Western State University in California and graded on to Law Review and was a member of the Latino Student Bar Association. Rocky also obtained a degree in Sound Engineering from the Los Angeles Recording School and spent two years as an intern and sound engineer in Los Angeles. Rocky moved back to Texas and started his law practice in Lubbock as a panel attorney in the Lubbock Private Defenders Office. In 2019 he attended Gideon’s Promise in Atlanta, GA as one of the inaugural members of the Future Indigent Defense Leaders program (FIDL 1.0). In May of 2022, joined the team at the Bexar County Managed Assigned Counsel Office in San Antonio, as the Law & Technology Resource Attorney and was eventually made the Director of Technology and Professional Development. Rocky has now joined the Concho Valley Public Defender’s Office as a Felony Assistant Public Defender. He will split his time between case-work and technological change for the office.
Rocky is a regular presenter at CLE conferences speaking about the intersection of Technology and Indigent Criminal Defense. His presentation subjects have included Automation for Indigent Criminal Defense Attorneys, Case Management Systems, and the use of AI for Criminal Defense.
At home, Rocky is a proud father of two beautiful boys who keep him busy in his time away from work.
BROOKLEY SCHROEDER
Assistant Public Defender
Brookley grew up in McKinney, Texas. She earned her BA in Communication from Texas A&M University in 2019, then attended Texas Tech University School of Law where she graduated cum laude in May 2022. During that time, she worked at a criminal defense firm in McKinney, at an immigration firm in London, England, and clerked with Honorable Judge Sowder in Lubbock. Her most memorable experience in law school was service those with the greatest need via the Caprock Regional Public Defender Clinic. It was there that she discovered her passion for advocating for those underserved and in need. In her free time, Brookley enjoys spending time with friends, family, and her beloved dog, Penny Lane.
Todd Simons
Assistant Public Defender
Todd Simons (first syllable is pronounced “sigh”) was born in Texas but grew up in the foothills of Appalachia, about an hour north of Atlanta, in Cumming, Georgia. After graduating as the most humorous in his senior class he took his talents to Athens, Georgia and attended the University of Georgia. He studied English Literature and as an undergraduate attempted to read the entire third floor of the UGA library. That is where the stacks of English literature and literature in translation were located. He was unsuccessful in that goal but did learn the power of the story. That would remain a focus of his professional career.
After graduation Mr. Simons taught both American and international students high school English literature at North Atlanta High School (Alma Mater of RuPaul and Jasmine Guy). He also coached women’s junior varsity soccer, assisted in coaching baseball, created a space where students could read and discuss their creative writing, and was faculty homecoming king. After five years of teaching Todd realized that was not his path.
Once struck by that epiphany, and looking for a new path, Todd worked as a journalist, an electrician, traveled around Guatemala (if you can go to Lago Atitlan, do), worked as a bartender and a bouncer, a house parent at a home for orphaned children and some less glamorous jobs before returning to Texas and attending St. Mary’s University School of Law.
At St. Mary’s School of Law, Todd clerked for a couple of medium sized law firms and did research for a professor who focused on civil procedure and remedies in constitutional civil rights issues.
After St. Mary’s, and dunking the bar exam like a donut into coffee, Todd began his career as litigator in criminal courts at the Matagorda County District Attorney’s office. It was an opportunity to learn on the job. Todd gained trial experience in misdemeanor and felony courts and left Matagorda County knowing where to stand and when to talk while in a courtroom. He moved on to more positive and community minded work in the San Angelo City Attorney’s Office.
In 2013, Todd opened the Law Office of Todd C. Simons. There he focused on criminal defense and represented clients charged with the most serious felonies and less consequential misdemeanors. The office was guided by a belief that it is the individual that defines the person and not the charge they are facing.
Todd has had the opportunity to defend hundreds of people charged with crimes while operating his solo practice. Every one of those individuals has stories. The story of that individual was too easily and too often disregarded. Todd had found the stories Todd wanted to tell.
Todd has brought his experience, talents and photography to the Concho Valley Public Defenders Office where he continues to represent individuals who don’t deserve to be judged by the worst thing they may have done. There he continues to fight against draconian drug laws, a justice system that is focused on policing the poor, the plague of private prisons and the thoughtless, lazy and cruel sentencing that labels people “bad” and locks them out of sight in inhumane conditions.
When not defending Todd reads prodigiously, makes art, plays guitar loudly but not well, uses photography to motivate taking walks, can be a bit obsessed with the history of music, roots for the Atlanta Braves, Georgia Bulldogs and Tottenham Hotspur, mountain bikes, and has recently taken up birding.
TED WENSKE
Assistant Public Defender
Ted grew up on a small farm outside of Shiner, Texas. He graduated with his BA in Political Science from St. Mary’s University in San Antonio, when he was twenty years old. Ted then graduated cum laude with a concentration in Criminal Law and Innocence from the Texas Tech University School of Law where he was a student-attorney with the Criminal Defense Clinic. Ted is currently a member of the Future Indigent Defense Leaders project and a graduate of Gideon’s Promise Core 101. In his free time, Ted pretends to enjoy working out, but actually enjoys binge-watching terrible Netflix shows, sleeping, and playing tennis. Ted’s pronouns are he/him/his.
REBECCA YUNG
Assistant Public Defender
Rebecca is originally from the Dallas area. She earned her Bachelor of Science degree in political science from Texas A&M University and her Juris Doctor from the University of Texas School of Law. While in law school, Rebecca worked as a student attorney at the Criminal Defense Clinic, working with real clients on their criminal cases in the Austin area.
Rebecca is on the board of directors of the National Association for Public Defense, an active member of the Texas Criminal Defense Lawyers Association, a graduate of TCDLA’s Tim Evans Trial College in Huntsville, and a member of the Future Indigent Defense Leaders of Texas. Rebecca is also a graduate of Gideon’s Promise, Class of 2020, a world class training organization for public defenders around the country emphasizing trial skills and client-centered advocacy.
Rebecca is proud to be a career public defender who does her best every day to zealously advocate for the lives and dignity of people caught up in the criminal legal system. When not practicing law, Rebecca reads voraciously, hits the gym, and spends time with her loved ones (human and dog).
CHRISTA GARZA
Legal Assistant
Christa is originally from Friona, Texas. In 2007, she relocated to San Angelo, and shortly kicked off a new career in the legal field where she quickly discovered her passion for criminal law. She worked at the Tom Green County District Clerk’s Office as a Deputy Clerk for the 119th District Court, served as backup clerk for the Court Services Unit, and was a legal assistant for a private attorney. Christa firmly believes in protecting people’s rights and is pleased to work alongside people who are dedicated in seeking justice in our underprivileged communities. Outside of work, Christa enjoys gardening and crafting.
Stacy Antonacci
Legal Assistant
Born and raised in sunny southern California, Stacy Antonacci joined CVPDO in July 2023 relocating to Abilene, Texas from Palm Springs, California. Holding an Associate of Science Degree in Paralegal Studies, Stacy brings with her 15 years of experience working in the legal field with 13 of those years working for the Riverside Superior Court of California. Her desire for furthering her education while with the Riverside courts led her to become a graduate of the Court Certificate Program. That same desire has created a new goal of becoming a member of the State Bar of Texas Paralegal Division by the year’s end.
Outside of the office you can usually find Stacy doing one of three things, relaxing with a book, attending a local trivia event, or showing support for her son at one of his many ACU music department events.
Domingo Elizondo
Senior Investigator
Domingo Elizondo is a Senior Investigator at the Concho Valley Public Defenders Office, where his extensive expertise in criminal defense investigations. With a career that spans over two decades in law enforcement and legal investigative roles, Domingo brings a profound understanding of criminal justice and an unwavering commitment to defending the accused.
Before his current role, Domingo served at the State Bar of Texas in the Office of Chief Disciplinary Counsel, where he conducted complex investigations into attorney complaints, ensuring accountability and integrity within the legal profession. His career in law enforcement began and flourished at the Frisco Police Department, where he retired as a Police Sergeant after 20 years of exemplary service. During his tenure, he led investigative teams, supervised high-profile cases, and was deeply involved in community policing efforts.
Domingo holds a Master of Science in Strategic Leadership and a Bachelor of Science in Organizational Leadership from Mountain State University. His academic credentials are complemented by numerous certifications in areas such as Advanced Peace Officer Training, Hostage and Barricade Management, and Effective Leadership.
Fluent in Spanish and equipped with exceptional interpersonal and negotiation skills, Domingo excels in building relationships and advocating for his clients. His investigative acumen, combined with his ability to remain calm under pressure, enables him to uncover crucial evidence and craft compelling defenses. Dedicated to justice and due process, Domingo Elizondo is a pillar of strength for those he serves, ensuring every client is treated with dignity and their rights fully protected.
JENNIFER FLOWERS
Senior Investigator
Jennifer has been in investigations since 2015 and a licensed private investigator since 2017. She began her investigations career working for private attorneys and then began working with the Hill Country Public Defender’s Office in 2021, where she worked for some of the best criminal defense attorneys in the state and found a love for public defense practices. Jennifer’s passion from the onset was mitigation and she has attended numerous training courses that have given her the knowledge to not only effectively mitigate cases, but she offers her assistance to train new investigators as well. Jennifer has worked on many felony cases over her career and has often testified in trial as well as sentencing hearings when needed. Jennifer recently completed all the steps to become a nationally recognized Certified Criminal Defense Investigator. Jennifer was looking at the possibility of relocating to the Abilene area in 2023 and CVPDO was lucky enough to hire her for our Abilene office, where she has been an invaluable resource.
Jose Escamilla
Investigator
Jose was born and raised in Abilene. He graduated from Tarleton State University with a bachelor’s degree in criminal justice in 2017. He began his career in the criminal justice field as a correctional officer with the Taylor County Sheriff’s Office. From there, Jose transitioned into community corrections as a probation officer. During his time as a probation officer, he quickly recognized the vital role community resources play in re-entry and rehabilitation. Armed with empathy and knowledge of resources in Abilene and surrounding counties, Jose became an advocate for clients navigating the complex process of reintegration.
When not working, Jose enjoys spending time with his wife and son. Together the three of them love to enjoy barbequing, listening to metal/rock music, and cheering for their favorite sports teams the Texas Rangers, Dallas Stars, and Dallas Cowboys.
Courtney Bingham
Social Worker
Courtney, a Licensed Master Social Worker, was born and raised in San Angelo. She attended Angelo State University where she received her Bachelor of Social Work in 2013. She continued her education journey with a Master of Science in Criminal Justice through the University of Cincinnati, graduating in 2017. She chose to focus on two concentrations for that degree- Corrections/Offender Rehabilitation and Analysis of Criminal Behavior. Most recently she completed her Master of Social Work degree in 2023 through Angelo State University. A couple of years after graduating with her BSW, she began working at the Alcohol and Drug Awareness Center for the Concho Valley (ADACCV), where she worked for 8 years. She worked as an Advanced Certified Prevention Specialist (ACPS) and as a Licensed Chemical Dependency Counselor (LCDC) during her time there. Her time at ADACCV afforded her the opportunity to network and collaborate with many of the helping/non-profit agencies in town. The connections that she has made with these agencies have helped her serve our clients in many different ways. While completing her MSW, Courtney completed her internship here at CVPDO over the course of 8 months in 2023, prior to the creation of the full-time Social Work position, which began in October 2023.
Courtney has volunteered at several agencies and served on various boards of directors for non-profit agencies in town. Along with her involvement in the community, she has also participated in multiple international humanitarian trips to multiple other countries. She has a heart for serving others in a variety of ways, both near and far.
Outside of work, Courtney loves listening to music, dabbling in photography, pretending to have a green thumb (growing hot peppers is her favorite thing to grow), and attempting to be crafty. Two of her most favorite things are anything and everything related to flowers and animals. When you mix those two things with her interest in photography, you get WAY too many pictures of each in her camera roll. Finally, while she has no human kiddos, she is absolutely in love with her five fur babies. Her Corgi pups are named Wally and Maya, and her three cats are Dennis, Darla, Penelope.
Haley Turn
Receptionist
Haley Turn was born and raised in San Angelo and graduated from Central High School in 2015. As a former heroin addict who successfully completed a 6-month court ordered treatment and corrections program, Haley brings to CVPDO a personal view of addiction and rehabilitation and often assists attorneys by telling her story to clients who are facing similar challenges in their life. As the receptionist, Haley effortlessly handles daily tasks of answering phones, greeting visitors, setting appointments and a host of other administrative duties with a smile and a quick comeback that keeps all laughing. When not working, Haley spends most of her time raising Presley Mae who is an almost two year old miniature version of herself.
